The first part of the plan for these raids was to create a firestorm that would guide waves of  bombers in towards the Dockyard area and Plymouth's surrounding suburbs. The objective was to demoralise civilians so pressure would be brought to bear on our politicians to capitulate in order to save the nation's infrastruture.
